About the position
The Office of Homeland Security (OHS) is seeking qualified applicants to fill a Continuity of Operations & Government Plans Coordinator position, grade G-24, within its Office of Emergency Management Division. This is a senior-level professional position within the Office of Homeland Security/ Office of Emergency Management wherein the incumbent is responsible for coordinating the development and implementation of all County Preparedness Plans. Work is performed under the general direction and supervision of the Division Manager and is evaluated relative to the effectiveness in accomplishing and fulfilling the Division’s goals and objectives.
This position is designated “Essential,” and the incumbent must be willing to participate as an Essential employee during emergency situations in the event of a natural or manmade disaster; special activities/events. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
Examples of Work
What You’ll Do:
- Leads in the development and implementation of County Preparedness Plans;
- Facilitates plan review of emergency plans for schools, businesses, and other governmental and non-governmental entities;
- Prepares programmatic gap analyses to ensure existing programs, policies, and procedures;
- Coordinates with the Long Term Grant Funded Emergency Planners to develop and revise all-hazards plans, including Continuity of Operations Plans (COOP) and procedures;
- Coordinate and maintains annual and quarterly training schedules for County agencies and quasi-agencies on COOP Plan maintenance and plan updates;
- Coordinate and maintains annual and quarterly training schedules for County agencies and quasi-agencies on Emergency Action Plan maintenance and plan updates;
- Facilitates the implementation of disaster and preparedness planning with local, state, and regional partners;
- Facilitates the implementation of mitigation planning with local, state, and regional partners;
- Provides support to the Emergency Operations Center during activations specific to Incident Command System;
- Proposes modifications to emergency response procedures based on regulatory change, technological changes, or knowledge gained from outcomes of previous emergencies;
- Consults with internal and external departments and businesses on plan development and emergency coordination preparedness;
- Provides presentations to citizens groups related to preparedness and emergency plans;
- Effectively works as a team member on a variety of complex and community development and planning assignments; and,
- Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, they are within the general, occupational category and responsibility level typically associated with the employee’s class of work.
Minimum Qualifications
What You’ll Need:
- Bachelor’s Degree in Business/Public Administration, Social Services, Psychology, Sociology , or a closely related field;
- Plus two (2) years of responsible community development supervisory work or an equivalent combination of education, experience and training.

CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
1. Possess and maintain a valid driver’s license.
2. Pass a thorough background investigation.
3. Pass a drug screening and submit to random drug testing.
4. This is an Essential position. Essential employees are expected to report during standard
or non-standard hours as operations necessitate. Essential employees are expected to
report or remain at work when other County employees are granted Administrative
Leave.
DURATION OF ELIGIBILITY:
Candidates will be selected from a temporary register of eligibles, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
