The Department of Transportation and Public Facilities (DOT&PF), Central Region Construction is seeking a professional Engineer/Architect IV to join our team as a Construction Group Chief.

What you will be doing:
Under the direction of the Regional Construction Engineer, the Construction Group Chief is responsible for providing professional engineering management and supervision for the department’s multi-modal construction program, consisting of projects from airports, bridges, and buildings to highways and harbors.

This position reviews and evaluates the pre-construction project documents, construction claims and disputes, as well as renders decisions on contractor disputes and contract negotiations. This position is a supervisory role, directing and training subordinate staff, approving contract payments, managing operating budgets, and administrating staff assignments.

The working environment you can expect:
This position is located in Central Region Headquarters building located at 4111 Aviation Avenue in Anchorage, Alaska, situated next to scenic Lake Hood Seaplane Base. While a majority of the work will be done in the office, frequent travel to project sites to meet with community leaders, designers, contractors, maintenance staff and project staff is required. Travel can consist of vehicle, single engine aircraft, or boat. This position also requires availability outside of normal workhours as well as on weekends.

  • Stakeholder Management: Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (Pubic Involvement/Relations).
  • Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Financial Management: Understands the organization’s financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  • Contract Negotiation: Works with others towards an agreement that may involve exchanging specific resources or resolving differences. Experience with resolving contract disputes and claims.

Minimum Qualifications

Registration as a Professional Engineer (PE) or Architect, and six years of professional engineering or architectural experience (Engineer/Architect series), of which three years were in a supervisory or project manager capacity as an Engineer/Architect II or higher or the equivalent.

Special Note:
Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this agreement must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

Positions in this class require registration as either an Engineer or an Architect. The employer will designate which professional field is required for each position.

REQUIRED
Frequent travel within the state, both on the road system and to remote locations. This can be by small plane, boat and/or vehicle to visit construction projects.

Must be available to be on-call as needed to provide guidance to construction project staff during evenings, nights, and weekend hours.
