Position Overview
Under general direction, serves as Chief Landscape Architect for Region1. Provides preliminary planning (concept and schematic plans) to guide funded capital projects. Provides design and planning services for site developments e.g., roads, parking signs, utilities, in order to ensure the quality of facilities and protection of resources. Analyzes resource management and outdoor recreation issues and develops recommendations for their resolution. Carries out feasibility studies, land use plans and special projects to guide acquisition, development, and management of Department area and for other initiatives. Evaluates the suitability of lands for conservation and recreation programs.
Job Responsibilities
- Prepares annual Regional Capital budget proposals. Provides preliminary planning (concept and schematic plans) to guide funded capital projects. Coordinates regional reviews on all capital projects and initiates threatened and endangered species and cultural resource reviews and sign-offs. Reviews AE plans and specifications to ensure compliance with Departmental objectives. Travels to inspect construction, especially grading, site work and landscaping.
- Provides design and planning services for site developments e.g., roads, parking signs, and utilities, in order to ensure the quality of facilities and protection of resources.
- Analyzes resource management and outdoor recreation issues and develops recommendations for their resolution; resolves interagency conflicts and explores opportunities. Makes recommendations on easements, rights-of-way encroachments to ensure minimal impact to Department lands.
- Carries out feasibility studies, land use plans and special projects to guide acquisition, development, and management of Department area and for other initiatives. Chairs task force to address these issues.
- Develops Department recommendation on land acquisition proposals and land offerings; evaluates the suitability of lands for conservation and recreation programs.
- Participates as a member of multi-disciplinary task forces in the preparation of comprehensive plans and special studies. Provides landscape architectural technical and research services.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Knowledge, Skills, and Abilities
- Requires knowledge, skill and mental development equivalent to a Bachelor’s degree in Landscape Architecture supplemented by two years of progressively responsible professional experience in landscape architecture work.
- Requires possession of a valid Illinois certificate as a registered landscape architect.
- Requires ability to travel.
- Requires thorough knowledge of methods and procedures used in the analysis of land, water, soil, vegetation and climate for land use planning purposes.
- Requires extensive knowledge of methods, procedures and techniques utilized in conducting on-site inspections of agency properties.
- Requires ability to determine environmental impact of landscape projects.
- Requires ability to effectively communicate in oral and written form.
- Requires ability to maintain satisfactory working relationships with agency personnel.

The Office of Realty and Capital Planning, is responsible for a variety of review, grant, acquisition, coordination and support functions through its three divisions: the Division of Ecosystems and Environment; the Division of Realty and Planning; and the Division of Concession and Lease Management.
The Division of Realty and Planning provides real estate appraisal and acquisition assistance to the Department’s grant programs. It provides major technical assistance to other Offices, Divisions and Sections within the Department related to land issues, such as the State of Illinois Open Space Land Acquisition & Development Grant Program (OSLAD) and Federal Land & Water Conservation Fund Grant Program (LAWCON or LWCF). The division is responsible for outdoor recreation planning, program administration and project planning/coordination, and for acquiring all real estate used by the Department for recreation, bikeway, natural areas, wildlife habitat, waterfowl, greenways and open space programs. In addition, the division co-sponsors conferences and workshops, provides staff support to the Illinois Greenways and Trails Council, reviews projects through the Recreational Trails Program and the Greenways and Trails Planning Assistance Program, and produces the State Comprehensive Outdoor Recreation Plan (SCORP).
