The Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) is a national cooperative group purchasing organization (GPO) for government facilities that provide healthcare services. MMCAP Infuse was established in 1985, is operated by the State of Minnesota, Office of State Procurement, and is self-funded. It has over 13,000 members across all 50 states. Use of MMCAP Infuse is free for our members and purchasing from our contracts is voluntary.

Job Summary
In this position you will direct and lead MMCAP Infuse’s business outreach and field services strategy for over 18,000 participating facilities by managing and administering six regional field service units throughout the United States. In fulfilling this responsibility, among other things, the MMCAP Infuse Outreach & National Field Services Manager directs the development of the respective goals and objectives for membership outreach (which includes recruitment, training and education), marketing and each of the six regional field services units.
You will manage a team of staff to ensure the development and execution of membership outreach, marketing, and a master field services plan (comprised of six regional plans) designed to grow MMCAP Infuse business by retaining and increasing the number of participating facilities and their acquisition and use of MMCAP Infuse products and services within each region. In developing and executing the plan, the Outreach & National Field Services Manager will direct or secure needed market and GPO intelligence within each region, including compliance data and new market offerings to assess, anticipate and target services and products in order to meet and exceed customer expectations and achieve supply chain, member retention and growth, and sales goals for each region. This position is also responsible for overseeing the planning and execution of MMCAP Infuse’s annual National Member Conference each spring with attendees from all 50 states.
You will also provide critical pharmaceutical expertise and managerial support and direction to the field service representatives so that activities and client advice, education and training are carried out efficiently, effectively and in a manner consistent with prescribed law, rules, Joint Powers Agreements and tied to the goals and objectives of the strategic direction of the overall MMCAP Infuse business. You will be responsible for growing the budget through increased revenues. Additionally, this position is actively involved with national health care supply chain and public policy organizations representing the interests of MMCAP Infuse and its members.
Minimum Qualifications
(4) Four years of leadership experience working for a pharmacy benefit management company, a health insurance company handling pharmacy claims, a pharmaceutical wholesaler or GPO, or any organization where marketing, business strategy, customer or member satisfaction and program development were included as job duties. A Bachelor’s degree in a related field may substitute for one year of experience.
Experience should demonstrate the following:
- Knowledge of marketing, policy analysis, public administration, budgeting, program development and Administration;
- Knowledge of healthcare or pharmacy field sufficient to understand terminology and relevant business trends;
- Management and organizational skills sufficient to direct a group purchasing organization within government;
- Experience in managing, leading, and developing staff from a variety of disciplines (pharmacy, law, technology) sufficient to motivate, direct, and continuously improve their skills and abilities;
- Knowledge of and ability to negotiate, interpret, apply and communicate contracts and state procurement laws, rules, policies and procedures;
- Public relations and oral communication skills sufficient to facilitate meetings, present at national conferences and training´s, and represent MMCAP Infuse before the legislature and other national or state organizations;
- Interpersonal and human relations skills sufficient to establish and maintain effective working relationships with staff and stakeholders;
- Strong analytical and written communication skills;
- Strong work ethic.
Preferred Qualifications:
- Advanced degree in Business, Marketing, Communications, Public Policy, or a Pharm. D. degree;
- Previous management level GPO experience.
- Knowledge and appreciation of public procurement principles.
- Knowledge of state and federal statutes and regulations governing the practice of pharmacy.
- Knowledge of drug and drug effects; current standards of community practice; wholesale, retail and hospital pharmacy distribution operations.
- Other relevant experience sufficient to create and maintain standard and “best practice” GPO operating procedures and impart pharmaceutical and GPO industry knowledge such as market and technology trends to the MMCAP program.
