The City of Norfolk’s Department of Recreation, Parks & Open Space is seeking an Architect III (Landscape Architect III). The Landscape Architect will be responsible for providing landscape architectural services and reviews on city projects. The incumbent will manage assigned capital improvement projects and is the department’s lead reviewer for site plan submissions.

Departmental Hiring Salary: $64,260.00 – $67,500.00

Essential Functions

Essential functions include but are not limited to:

  • Serves as a project manager for capital projects from concept to final construction for the Department of Recreation, Parks & Open Space.
  • Participates in the development of future department CIP requests, proposals, and budgeting.
  • Participates in the City’s Site Plan Review process. This process reviews all public and private commercial, multi-family and utility projects for compliance with landscape requirements of the zoning ordinance.
  • Serves as a project manager for projects where Recreation, Parks & Open Space-Division of Parks and Urban Forestry is contracted to install plantings for other agencies, i.e., NRHA, VDOT and various city departments.
  • Creates sketches, drawings, specifications, and cost estimates utilizing various software products (AutoCAD, Photoshop, Excel, PowerPoint, Access etc.) as needed for the division.
  • Coordinates the preparation of feasibility studies, designs, plans, specifications, and cost estimates for the construction of municipal infrastructure projects.
  • Manages the development of detailed studies, plans and specifications including construction plans, material specifications, material and labor cost estimates, and construction time schedules.
  • Represents the division in meetings with developers, property owners, contractors, consultants, civic leagues, elected officials, and the public, as well as with departmental and other City employees.
  • Serves on city committees working with consultants developing long range planning plans for neighborhoods, parks and open spaces, streetscapes, commercial corridors, and thoroughfares.
  • Attends and presents plans to civic league groups and other stakeholders.
  • Performs other duties as assigned.

Education/Experience

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a first professional level Bachelor’s degree from an Architectural program accredited by the National Council of Architectural Registration Boards.

Seven years experience. Requires in-depth knowledge of civil, structural, mechanical, and electrical engineering.

Additional Information & Requirements

  • Valid Driver’s License may be required depending on assignment.
  • Registered Architect of the Commonwealth of Virginia.
  • Landscape Architect of the Commonwealth of Virginia within six months of employment.

The preferred candidate will:

Possess knowledge of landscape architecture, engineering, architecture, construction principles, practices, and procedures, as applied to a variety of public and private infrastructure and development.

Be able to accurately read, create and interpret plans, specifications, cost estimates, reports, development agreements, computations, and drawings.

Possess a LAAB (Landscape Architecture Accreditation Board) accredited Bachelor’s Degree in Landscape Architecture plus seven years professional experience in site planning, project management and construction

If you are hired October 5, 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
