The Office of Licensing and Permitting is seeking a qualified individual to fill the position of Government Operations Consultant II. This is a 40-hour per week position; the hours are 8 a.m-5 p.m., Monday-Friday. The primary duties include assisting with financial operations; completing revenue and sales reporting; assisting with competitive procurements; planning, tracking and organization of office administrative projects; drafting, reviewing and editing of contract and MOU correspondence; drafting, reviewing and editing of general correspondence; lead for office administrative planning; delegate for supervisor as requested. Proficient computer skills in Microsoft Word, Outlook, and Excel are needed. The work location is the Russell Building, 1875 Orange Ave E, Tallahassee, Florida.

Minimum qualifications

Bachelor’s degree and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work OR a master’s degree from an accredited college or university that can substitute for one year of the required experience OR professional or non-professional experience.

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. Requires travel between 1-10%.

Description

Assists supervisor with oversight, coordination, prioritization and tracking of financial operations of the Office of Licensing and Permitting (OLP). Assists with reconciliations, accounting and reconciliation issues, budget and revenue tracking, financial reporting, budget availability and monitoring and ideas to improve financial processes. Ensures financial activities comply with all applicable Statutes, Rules, and Agency guidelines.

Performs specialized project work as assigned by supervisor. Leads projects and teams as requested. Coordinates staff assignments, project tasks and timelines for supervisor to ensure projects and assignments are completed and submitted accurately and in a timely manner. Organizes daily administrative activities, leads and tracks special projects or activities and updates supervisor on status, delays or concerns. Performs special assignments, research, and report preparation. Evaluates, identifies and presents ideas to supervisor on opportunities to improve processes and procedures within the office and agency to improve communication, better allocate resources, reduce risk and mitigate problems.

Serves as contract manager as requested and assists with drafting, reviewing and editing correspondence for contracts and MOUs as requested including amendments, vendor communications and competitive procurement processes. Assists with tracking and routing of contract and MOU documents, communications and concerns.

Assists with planning and coordination of business administration functions within the Office of Licensing and Permitting (OLP). Provides suggestions to supervisor and Director on ways to better align the office with Agency Strategic Initiatives.

Delegated responsibilities and duties of the supervisor in the absence thereof, as needed.

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.

Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

Knowledge, skills and abilities:

Knowledge of the methods of data collection and analysis.

Knowledge of basic management principles and practices.

Skilled in use of PC’s and Microsoft Office Word, Excel and Outlook.

Skilled in office and organizational procedures.

Skilled in daily office practices and procedures

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to organize data into logical format for presentation in reports, documents and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.
