DESCRIPTON:

This is a professional position providing management consulting services for improving operational and management capabilities of the business operations for the Bureau and for the Division of Medical Quality Assurance under the direction of the Bureau Chief. This position performs advanced level work with independent performance of the most complex and difficult assignments under limited supervision.

Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service within the bureau. Collect, evaluate and analyze data to develop strategic planning initiatives, alternative business recommendations, solve problems, document work flow and other activities relating to the improvement of operational issues. Assist management and staff with more complex purchasing requests. Assist in the development and preparation of legislative and budget issues.

Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action. Reviews administrative policies, procedures, guidelines, and related directives to be implemented; evaluates impact on operations; identifies potential risks; recommends appropriate risk management. Evaluates and measures the effectiveness of systems against desired program objectives. Confers with management on studies or recommendations affecting the Division and/or Bureau. Assist with legislative implementation change management efforts.

Collaborate with Artificial Intelligence (AI) developers and subject matter experts to establish the technical vision and analyze tradeoffs between system usability and business needs. Help managers and business stakeholders understand the potential and limitations of AI when planning new products. Assist with deployment of AI models into production.

Organize data into logical format for presentation in reports, documents, and other written materials. Prepares reports recording the results, including technical writings such as operations manuals, system requirements, or operator instructions required for systems operations, as well as project reporting.

Conduct research, performs statistical, trend, and data analysis for the bureau. Uses skilled decision-making techniques in evaluating, planning, and integrating analysis of data to formulate solutions, strategies, and makes recommendations to management to improve management capabilities. Coordinate with Project Managers within the Bureau to develop and maintain a central project repository and provide up-to-date project inventory including comprehensive status information for each individual project. Coordinates the compilation of statistical data for workload, performance measures and standards for the Bureau.

Note: Preference will be given to candidates with a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
