General Counsel
Job title: General Counsel
Company:
Job description: The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes.
CHIA was created by the Legislature in 2012 and primarily focuses on the Massachusetts healthcare system, as opposed to the health and wellness of residents, which is the focus of the Department of Public Health. CHIA collects data from over a thousand data submitters, curates a number of major data assets, and publishes a wide range of reports and databooks on important aspects of the state’s healthcare system.
CHIA’s analytic efforts are centered on the following topics: healthcare spending and utilization; provider finances and rate setting; insurance coverage and enrollment; healthcare affordability, including both premiums and cost sharing; social determinants of health and health equity; behavioral health, including mental health, substance use disorders, and chronic pain; provider and payer performance and quality; price transparency and provider price variation; and major healthcare system events, such as the opioid crisis, the Affordable Care Act, and COVID-19.
To perform these analyses, CHIA creates and maintains several major data assets, including: the acute hospital discharge database, the behavioral health hospital discharge database, the emergency department database, the hospital observation database, the all-payer claims database, health plan expenditure reports, provider financial reports, statewide employer surveys, statewide household surveys, and data from medical groups that are Registered Provider Organizations.
In addition to publishing reports and databooks, CHIA works closely with numerous sister state agencies to provide them with access to more extensive data extracts and ad hoc analyses. Some of CHIA’s most important inter-agency relationships are with the Health Policy Commission, the Department of Public Health, the Executive Office of Health and Human Services, the MassHealth program, the Commonwealth Connector Authority, the Attorney General’s Office, and the Legislature.
CHIA also provides operational and legal support to the Betsy Lehman Center for Patient Safety, an independent non-regulatory center within CHIA that works to advance health care safety and quality through research and data analysis, technical assistance programs, expert and stakeholder convenings, and policy development.
About the Position:
CHIA is seeking a General Counsel to support the overall mission of the agency by providing sound legal advice that supports agency objectives, informs policy decisions, identifies risks, and ensures agency actions are in compliance with applicable federal and state statutes and regulations. The General Counsel is a member of CHIA’s senior leadership team and reports to CHIA’s executive director.
In addition to providing legal advice, the General Counsel is the head of CHIA’s legal department, which currently consists of four lawyers and three non-lawyer staff. The legal department is actively involved in CHIA’s data release processes, and works closely with CHIA’s finance department to facilitate procurement activities.
This is a full-time position, normally based in the Center’s office near Copley Square in Boston. Currently, the Center’s staff is operating remotely. The successful candidate must be prepared to work remotely upon hire and available to work in the Boston office later in 2021.

- Ensure that agency regulations, policies, and activities comply with applicable laws, regulations and rules. As necessary, implement operating standards in various CHIA departments.
- Supervise the regulatory promulgation process. Draft or review and approve regulations and other regulatory documents.
Experience:
- J.D. degree and licensed to practice law in Massachusetts.
- 10+ years of experience, with public sector or in-house counsel experience preferred.
- Commitment to excellence in both collaboration and compliance.
- Proven ability to develop and implement policies, projects, processes, systems and controls across an organization.
